Reports to: Community Development Director

Adirondack Roots is dedicated to building vital and sustainable communities by helping individuals and families put down roots and stay in the North Country.

The Adirondack Roots Housing Rehabilitation Coordinator makes a difference in the lives of community members by assisting with program implementation and oversight of home rehabilitation and mobile home replacement projects. This staff member works closely with Adirondack Roots’ Community Development Director and Housing Rehab Specialist.

Housing Rehabilitation Coordinator General Responsibilities Include:

The Housing Rehabilitation Coordinator will assist in the implementation of implementing Home Repair and replacement programs as follows:

  • Coordinate with the Community Development staff in preparation of work write up’s and office estimates for home repair projects
  • Manage the bid request process and engage the homeowner in assembling an eligible contractor list for bids to be sent to;
  • Assist in creating and managing request for qualification processes;
  • Create and manage the contract signing process for home repair projects
  • Responsible for preparing reports, programmatic and financial
  • Assist Community Development Director with administrative tasks
  • Assist the homeowner through the repair process including helping the homeowner to manage the contractor, process payments and change orders and to achieve successful completion of the project;
  • Maintain up-to-date files on all projects, and tracking projects against established budgets and deadlines;
  • Coordinating, when necessary, the use of volunteers or voluntary organizations who are assisting in the home repair process;
  • Troubleshooting problems which may arise in the program and recommending and implementing corrective action as directed;
  • Ability to prepare and maintain clear and accurate case records with attention to detail.
  • Other duties as may be assigned

Required Qualifications

Two-year college degree and a minimum of three years of experience, or a 4-year college or university degree in related field and 2 years of experience, or a combination of education and experience.

Knowledge, Skills, and Abilities (Preferred)

  • General knowledge of residential construction practices
  • Experience compiling Site Specific Environmental Reviews and working with FEMA guidelines
  • Ability to interpret housing rules and regulations clearly and concisely, both orally and in writing.
  • Experience working with home repair programs and related issues.
  • Working knowledge of the International Building Code
  • Working knowledge of Adirondack Park Agency and local zoning requirements
  • Ability to establish and maintain effective working relationship with fellow employees, contractors, clients and the public.
  • Ability to provide excellent customer service
  • Ability to handle difficult situations in an objective, professional manner.
  • Attendance at annual training workshops is mandatory and continual education regarding program details and performance is encouraged.
  • Computer skills and experience using MS Word and Excel.

Must own a reliable vehicle, have a valid NY State driver’s license and an established good driving record with up-to-date car insurance.

Adirondack Roots’ Housing Counselor makes a difference in the lives of community members by empowering them through financial education and readiness. The counselor engages with clients assisting them with building credit, savings, debt reduction, first-time home ownership, rental assistance, mortgage default and delinquency, and home equity.

Housing Counselor General Responsibilities Include:

  • Manage a caseload of counseling clients
  • Work with clients on a one-on-one basis to deliver homebuyer and/or foreclosure mitigation housing counseling services
  • Provide phone, internet, and in person counseling
  • Develop individualized action plans and assist clients with meeting goals
  • Manage housing counseling database
  • Creating and submitting all reports
  • Create, maintain, and update client files
  • Observe all regulatory and reporting requirements to ensure all files are audit ready
  • Utilize software to create case profiles for all clients; perform timely data entry of all case notes and profile updates
  • Conduct outreach, develop and implement creative marketing plan to reach the maximum number of community members
  • Support HAPEC’s marketing and social media efforts
  • Create reports for agencies and funders
  • Commitment toward meeting or exceeding department goals

Housing Counselor Required Education and Skills

  • Graduate of an accredited four-year college or university or graduate of an accredited two-year college with related work experience.
  • Possess certification or pass the Housing and Urban Development (HUD) Housing Counseling Certified exam within the first four months of employment
  • Ability to conduct financial analysis with clients
  • Ability to work independently and as a team member
  • Possess solid verbal, written, and interpersonal, communication skills
  • Willingness and proven ability to work with people of all ages and income levels
  • Ability to connect effectively with a variety of stakeholders to build relationships with partners
  • Must have experience with Microsoft Office software, be able to use e-mail and navigate the internet as well as web-based databases
  • Possess organizational skills, including the ability to maintain client files, prioritize tasks and meet deadlines
  • Be able to maintain confidentiality
  • Follow and enforce the National Industry Standards for Homeownership Education and Counseling National Industry Code of Ethics and Conduct for Homeownership Professionals

Housing Counselor Expectations

  • Understands and proactively performs responsibilities without prompting and reminding
  • Is punctual and dependable arriving on time and giving notice when late
  • Meets and tries to exceed productivity targets
  • Maintains all files, paper and electronic, to meet HUD standards
  • High-level user of electronic documentation system for recording counseling session including accurate reporting of time and services
  • Follows up promptly with clients, within 24 hours if possible
  • Submits all reports on schedule to manager for review and submits reports to funders and others ahead of deadlines
  • Responsible for finding new and creative ways to increase the number of community members counseled.
  • Initiates and completes tasks on time with a minimum of supervision
  • Completes tasks accurately and carefully with few to no errors
  • Is able and willing to follow instructions and accept suggestions
  • Produces quality work in a careful, timely manner adhering to deadlines or getting work done ahead of schedule
  • Takes initiative on all above duties, seeks additional responsibility
  • Asks questions and clarifies when unsure of how to proceed
  • Solution oriented coming to colleagues and managers with options and recommendations for how to solve a problem or make a decision
  • Is open to changes in duties as needed, learning new responsibilities, and willingly adapts to the needs of the organization
